With reference to the IATF Resolution No. 57, the following changes was made:
1. The Paragraph C No.2 of Inter-Agency Task Force Resolution No. 52 dated on July 6, 2020 is hereby amended to:
> The essential outbound travel of Filipinos shall be subject
to the following condtions:
i. Execution of a Bureau of Immigration Declaration acknowledging the risks involved in traveling, including risk of delay in their return trip, to be provided for in the check-in counters by the airlines; and
ii. Upon return, shall follow the Guidelines of Returning Overseas Filipinos of the National Task Force (NTF).
2. The Section 7.2 Paragraph 3 of Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines providing for the essential outbound travel is hereby amended to:
> OFWs, students enrolled abroad and participant accepted in the
exchange visitor programs, permanent residents of foreign
jurisdictions, and foreign nationals, may leave for abroad through any
of the airports or seaports in the country.
Essential travel of Filipinos leaving for abroad for business and
work, medical, emergency, and the other humanitarian reasons, and
which cannot be postponed, may also be allowed subject to
presentation of the sufficient supporting documents including the
execution of Declaration acknowledging the risks involved in
travelling, including risk of delay in their return trip, to be
provided for in the check-in counters by the airlines.
The following provisions shall be observed:
i. This shall not be interpreted to allow outbound travel by Filipinos to countries where travel restrictions are in place;
ii. The departing passengers may be accompanied by not more than one (1) person where when traveling to any international port, who shall be allowed to return to his/her point of origin; and
iii: Upon return, shall follow the Guidelines of Returning Overseas Filipinos of the National Task Force (NTF).
